Inspirational Quotes by John J. McCloy (American Diplomat)

John Jay McCloy (1895–1989,) born John Snader McCloy, was an American diplomat and lawyer. A prominent Wall Street attorney and civil servant during the 1960s, he was a leading presidential adviser and negotiator in disarmament matters and other foreign-policy issues. He was a foreign affairs adviser to every U.S. president, from Franklin D. Roosevelt to Ronald Reagan.

Born in Philadelphia, Pennsylvania, McCloy graduated from Harvard Law School in 1921 and practiced law on Wall Street. In 1941, President Roosevelt appointed McCloy as assistant secretary of war. He helped organize the Lend-Lease Act, oversaw the internment of some 120,000 Japanese-Americans, and opposed a plan to bomb the railroads leading to Auschwitz.

After the war, McCloy was president of the International Bank for Reconstruction and Development (1947–49; later called the World Bank) and later the high commissioner for Germany (1949–52,) overseeing the rebuilding of West Germany’s industry and commerce.

McCloy served on the boards of Chase Manhattan Bank (1953–60,) the Ford Foundation (1958–65,) and the Council on Foreign Relations (1953–89; chairman 1953–70.) In 1961, he negotiated terms for the resumption of East-West disarmament talks on behalf of President John F. Kennedy. He outlined the bill that led to the institution of the U.S. Arms Control and Disarmament Agency. He was also a member of the Warren Commission in 1963 to investigate Kennedy’s assassination.

McCloy’s papers are housed at Amherst College. Biographies include Kai Bird’s The Chairman: John J.
