William Swan Plumer (1802–80) was an American clergyman, theologian, and author, recognized as a leading intellectual in the 19th-century Presbyterian Church.

Born in Greersburg, Pennsylvania, he graduated from Washington College (now Washington and Lee University) in 1825 and studied theology at Princeton Theological Seminary. Ordained in 1826, he became an evangelist in 1827.

Plumer ministered at First Presbyterian Church in Richmond, Virginia (1834–46) and Franklin Street Presbyterian Church in Baltimore, Maryland (1847–54.) A staunch Old School Presbyterian, he moderated the General Assemblies of two Presbyterian sects in 1838 and 1871.

Beyond pastoral work, he was an educator, holding positions at Pittsburgh Theological Seminary (1854–62) and Columbia Theological Seminary (1867–80.) His writings include at least 25 books, with commentaries on Romans, Hebrews, and Psalms. He also contributed tracts, pamphlets, and articles to religious publications. Plumer founded The Watchman of the South, a Presbyterian weekly, and helped establish Staunton’s Institution for the Blind, Deaf, & Dumb.
