W. Arthur “Skip” Porter (b.1941) is an American teacher, businessman, and technology leader, known for shaping science and technology policy in Oklahoma. He served as the state’s first Secretary of Science and Technology (1999–2003) under Governor Frank Keating, overseeing statewide advancements.
Born in Irving, Texas, Porter earned a B.S. and M.S. in physics from the University of North Texas, later obtaining a PhD in interdisciplinary engineering from Texas A&M University. He began as an adjunct professor of electrical engineering at Rice University before becoming president and CEO of the Houston Advanced Research Center (1993–98,) a nonprofit environmental research institution.
In 1998, he joined the University of Oklahoma as Vice President for Technology Development and Dean of the College of Engineering (until 2005,) driving research initiatives and industry partnerships.
